I had the exact same problem with my setup (also a printrbot simple metal with the ubis 13s). I never really figured out what caused it but when I switched to a different slicer then all of the problems went away. So try using a different slicer and see if that helps.

When I had this problem my roommate using cura could get great results but me using the same version of cura and the exact same settings (and yes I triple checked them) on a different computer got bad results. I switched to Simplify3D and I'm very happy with the switch.

If you use PETG then your layer adhesion is amazing but at the cost of having a brittle part that will wear very fast.

Your best bet would probably be some sort of polycarbonate or nylon. However I don't have experience with these plastics in terms of delamination of layers.

The case that I had the part was from thingiverse. So getting then original file was not an option.

I found that I got very mixed results when using cura on my Printrbot simple metal. I changed slicers and all of my problems went away. I changed to simplify 3D. I have to admit that the UI is a little better in Cura however. 

 

To address your problem, can you post what the layer view looks like? It could be an issue of what you are printing is two small for your slicer settings.

It could also be an issue of the layer remaining in molten form and trying to print on top of a molten layer, which is bad (Fistoldude already pointed this out).

It could also be a retraction setting. If it is having to wait due to the layer time the area that its not printing could be "backlash" in the filament that it thinks its extruding but its actually not.  To fix this you will want to play with the retraction length and speed in the machine settings. I recommend trying what printrbot recommends first then tuning it to your specific machine 

 

Another thing you could try is printing some small parts where you force the layer time to be smaller than the min layer time and see what happens, you may need to adjust some settings to be able to print very small parts. if you look here and here it shows common issues and how to fix them.

I tried using Meshlab to reduce the face size using the Quadratic edge collapse detection filter. I let it run for over 12 hours on a stable run (it crashed about 7 times 10 min in). I did not run out of system resources as I was doing this on a i7 machine with 16GB of ram with a powerful graphics card so resources are not the limiting factor.

yes and no. If they have the original file then they could re export it. However if the part is off of thingiverse or another website that might not be an option.

 

If they have the original file then you are 100% correct.

This is the option that was not selected by default and was causing issues with my simplification.
I was recently asked to split a model for a client and the part had such a high face count that solidworks couldn't work with it (it could be a mesh but would not turn into a surface or solid) and meshlab would crash when I would try and reduce the face count. According to meshlab the part had 1.7 million faces.

Printrbot PID settings UBIS 13s
I have had a printrbot simple metal with a heated bed with very little issues when I was using the old UBIS heater. However I recently upgraded to the ubis 13s and every once and awhile I get temperature graphs that look rough and like it cant maintain a correct temperature. An example of this is shown in the figure. It only does this for about 15 min every 45 min or so.
